You'd have to be brain damaged to believe VAG would spend for TWO LMP teams to achieve less than they would with just one team. LMP development and testing costs hundreds of millions, and beyond sharing some facilities Audi and Porsche would need two completely separated fundings.

Dieselgate didn't really affect Le Mans directly, it affected customer perception of diesel cars, which made it less profitable to develop high performance diesel LMP cars because that technology trickles down to road cars. Guess which brand needs technology for high performance petrol and hybrids? Porsche, not Audi. Audi already reached the PR peak and didn't need to run any further, slowly retiring it with excuses makes VAG more money and allows them to go balls out with Porsche.
