Depends how good your PC is. Get the leagues pack in the OP (and fucking read it by the way, it's brand new). I recommend to load at least the top divisions (if not the top two divisions) of the top 10 countries in Europe (pic related) as well as Argentina and Brazil. Load all the divisions of the country you play in. If you have some horse power left, you can start adding leagues that are relevant to your country, like neighbouring leagues if they're not completely shit or leagues your country has knowledge of (like loading Australia if you manage in the Netherlands).

I hate facilities. For example, let's say you're in League 1. You get to Premiership. You have, at best, two upgrades done by then. But it's always one level. It can take decade+ to get max level.
They should allow me set what level of facilities I'd like. So if I, say, sell a player for £30m in my 2nd season in the PL, I could order a Lv.18+ facility to be build.
Otherwise, you're screwed. You can barely make money by selling youths you've trained up, it all comes down to pure luck or cheating. Part of me wants to just cheat them to Lv.20 if I get them to the top level of the country. Then train shit.

If I get a good youth and I'm not playing in a top team with top facilities, I just edit their CA to match their PA. I can't be assed to wait 10 years to get the training facilities I need. Even if you have 7* trainers in every area and no heavy loads, it takes ages.
The alternative is just editing my training facilities to top level and training them, but that's just as lame.
So when the new FM is due out, I just buy the top youths I can find in my second season and edit them. Then sell them for loads and repeat the action.
Don't do it in proper games. Currently I'm playing as Leece. Second season, I signed loads of random 19 year olds for my U20 team. I managed a couple of great youths and just edited them. My goal is to make it to Seria A.

You don't even need top facilities to develop a youngster. I know it, I won the CL in FM 15 with almost nothing but HG or soon to be HG players. Good coaching and playing time will develop players anyway.

Nope. Personality will be the biggest factor, then playing time, then facilities. If he's not Pro, Model Pro, Resolute, Spirited, etc., you can do whatever you want, he won't develop. I didn't have top facilities when I won the CL a couple times from scratch, far from it.
The higher the tier of your facilities, the better his Technical progress will be. But you can have shit facilities and have a player develop anyway. I did it in fucking Slovenia where I can barely sell players for value (and no more than 15M€), you can do it too.
