Lanus ground had a maximum capacity of ~47.000, but I can't tell if that fulfills Conmebol security requirements. The minimum is barely over 40.000. While some sources says Sudamericana 2013 final had an attendance over 40.000, unofficially people claim they got around 50.000.

tl dr: while is not clear, Lanus capacity should be just above the limit.

If it was to cut off brazilians why then don't just cut off their amount of spots. With that rule, they not only ensured that they will get the income for a br-br series, but also sealing the income for a final featuring a br team; against the possibility of two semifinals with br vs literally who with a possible final without a single br.
