No it isnt. Those just require you to be genetically blessed with superior muscles. Usain Bolt's running technique isnt any better than other runners, he just happens to have a very rare type of muscle fiber. No matter how much you tried, no matter how perfect you nailed a sprinting stride/motion, you will never match up to the guy who's muscles are genetically above everyone elses.
