What if he made a rule that a team that has 2 All-NBA players couldn't sign an additional All-NBA player the previous year through free agency?
So you could still trade for them, and if you have 3 All-NBA players through draft they wouldn't have to move one.
I think this would still allow great teams to form, but prevents absurdity.
