no, the member association (e.v.) just has to hold more than 50% of the voting rights. that's why 99% of leipzig shares can be owned by red bull and why only 5,53% of dortmund shares are owned by the e.v.
of course all the already existing exceptions to this rule and the fact that 50+1 is probably in breach of european law makes it pretty likely that the rule wouldn't hold if it was every challenged in court
