In Houston the roof is down at least 45 - 75 home games a season.

I don't know about Ohio but, in general, a retractable roof or a dome is nice for multiple reasons. Mainly the fact that you'll never have to ever deal with a game delay ever again in your life. That's a nice trade-off imo
