I'd say that it's very likely that you do.

Unlike at most other clubs, Wenger is basically in control of literally everything. I don't know another manager anywhere in the world with that much say at a football club. When someone is that involved, you can't expect not to be fine with getting someone else in without preparation. Every aspect of the club needs to be ready for a life without Wenger. Whether that's putting certain people in place, changing the approach to certain tasks, I don't know. But in general, it would be a culture shock to say the least.

It's a different situation than at let's say Chelsea. Even at Manchester United, Ferguson had a hands-off approach at certain parts of the club, like the coaching of the first team. Wenger is extremely hands-on. A sudden change of manager has a bigger potential of failure at Arsenal than at most other clubs. That's why I'm annoyed with Wenger leaving it so late. So assuming he's signing a new deal, he should immediately state if it's going to be his final deal, so that the club has well over a year to prepare for life without Wenger. It would only be fair to the club.

This is what I'm saying. You'll have to bring in multiple people but just bringing in people is simple. Obviously getting them set up and running every thing as efficiently as possible will take some time, but it's not hard at all to just bring the necessary people in.

Also it could go the opposite way and a sudden change, assuming the proper people are brought in, could be better at Arsenal because you would now spread the work load and be able to delegate everything properly. Which could in turn make everyone more efficient by focusing on their specific roles. Of course this is assuming the person/people above them know how to set things up right.

And Wenger is obviously staying, no two ways about it.

The concept of bringing people in is simple, but I doubt the process is. We're talking about a pretty big influx of pedople coming in at the same time in a period they're probably going to revolutionize how the club does things and we're going to have to trust Arsenal as a club to get every single appointment right.

What I'm saying is that if you don't give them enough time, they're going to end up signing scraps who'll end up being incompetent and then Arsenal would have to go look again. Fact is Liverpool despite their irrelevancy the last 20 years have still won more silverware than Arsenal since 2000, 9 vs 7, (not counting the meme shield), and have been closer to winning the league than you in the last decade (finished second twice vs once).

They also have a consistently larger viewership than Arsenal for the last 3 years, meaning they are quite clearly a more internationally recognized club.

In the last 15 years they've reached the final of the CL twice and won it once whereas you've reached it once, still to win it.

They have a world class manager who is actually an exciting figure as opposed to the boring pile of rinse and repeat mediocrity Wenger brings.

They're attracting players while your team is driving away its best talent. You'd be lucky if Alexis stays this year and guaranteed to lose Chamberlain at the very least.

Except for the part where they've consistently had world class talent in Torres, Gerrard, Suarez, Xabi Alonso, and Mascherano off the top of my head.
