The Knicks are bad because they gave Carmelo that huge contract and try to win every year instead of getting the 1st or 2nd draft pick to build up that foundation. Kings had their guy in Cousins who they could have built around but the team as a whole was inept and only hit on him. Part of the tanking process is trading away talent to mask the tanking and get draft picks. You can't win in the NBA without at least one superstar so building a team like Boston who doesn't have that superstar will always end in failure.
