I think it's controlled for demographics. Meaning relative to an average group of 65% black/35% white(whatever it is) people in their early 20s-mid 30s, it's lower like you say. I don't think it is overall though. Might not be right about that but think so.

Depends what you're trying to determine. If you want to know whether suddenly wealthy black individuals commit crimes at a higher rate than the general population of the U.S. as a whole, you'd refrain from controlling for demographics.
But wanting to know that is hate-thought and should be avoided.
