Auckland not Canterbury, everyone in every city (but Auckland) instantly thinks your a tosser if you are from Auckland.

The onus is on the building owners to make sure buildings are up to code. When the buildings that did collapse were built they were up to code. The codes changed and the building owners didn't keep their buildings up to spec.

Also I think the region had smaller design loads as it wasn't seismicly active. This has obviously changed.

Not really required of owners to keep buildings up to code is it? Only at the time of the build it needs to be. Even now the minimum requirement for occupancy is 33%.
