They are not splitting themselves into divisions in order to avoid someone (at least most of them). The vast majority of boxers choose the division they feel most comfortable in. A boxer who cuts down to light flyweight is not necessarily doing it to avoid the top flyweights, he is just taking advantage of the fact that weight divisions in the lower weight are separated by very few pounds.
And that's not to say that I believe having a different division every 3 pounds is good, because I don't.
That being said I think your chart is a bit drastic and would discourage boxers from changing divisions (which is not necessarily bad) and also create significant size disparities inside weight classes (which is bad).

Right now in Mexico the two biggest drug cartels, Sinaloa(CDS) and Jalisco(CJNG), are locked in a war over who's gonna be top dog. Chavez represents Sinaloa while Canelo represents Jalisco. Boxing and drug cartels are heavily intertwined in Mexico. I'm not saying Canelo or Chavez are gonna get whacked but I guarantee you a lot of people are gonna die due to un-paid bets, bitter feuds, gunbattles, ransoms, etc all related to this fight. That's because when these kind of fights happen it's usually one of them moving up when he is ready to do so and not because they are put together in a weight class with a guy that might have a significant size advantage (which is more likely to happen with your chart). As an example, with your chart if Frampton was lean but had a hard time making 125 for any reason at all then he would be forced to either: a) take a lot of time off to build himself muscle, something very difficult to do if you are simultaneously training twice a day in boxing like most high level pros, b) Put himself in a disadvantage to remain at 125 by reducing his muscle mass, which is a risky move that almost no pro boxer would ever take, or c) Fight guys like Robert Easter Jr who would be a lot bigger than him.

Brief overview:

AJ: 2012 Olympic gold medalist. Looks like a bodybuilder. Sterile and cold personality.
Moved very fast through the pro ranks. He KOs everyone hard and fast, and looks incredible, but he hasn't actually faced anyone particularly good. He's not a bum, he's rather good, but people are saying he's going to be the second coming of Jesus Christ when we just don't know yet.

Wlad: A once ATG for sure. Reigned undefeated for 10? 11 years, but he'll be 41 going into this fight. He's looked like warmed over shit in his last two fights. He lost his last fight (against Tyson Fury), but Fury is arguably a phenomenon himself. Wlad's fight before Fury was against someone who really wasn't that good (Bryant Jennings), but he still gave Wlad a surprising amount of trouble. And the Jennings fight was two years.

It's experience vs youth.

Personally I'm favoring AJ. I don't think AJ is great, but Wlad is just too old at 41 and he looked like shit against a shitty opponent (Jennings).
