I used that earlier period because Cruzeiro, Grêmio and Flamengo had already won theirs before Tele, so it shows Brazil at least acknowleged it (the latter two used main teams, don't know about Cruzeiro but I suspect they did as well). I might agree that it only acquired the current importance in the 90s, though.
