The obvious answer is that African soccer infrastructure isn't as good as the big soccer countries. If West Africa had a top notch sprinting program, we'd probably never win another 100m again. They'd dominate sprinting like Kenya dominates distance. The reason they don't comes down to infrastructure. Same with soccer (I'm not saying West African countries would dominate world soccer, but if they had a top flight program in the region, they'd certainly be a constant threat more than they are).

Less obvious answer might have to do with anatomy, as I pointed out.
