Pretty much, yeah. The whole notion of "tanking" has become absurd over the last few seasons to the point where the term has essentially replaced "rebuilding". The players don't play to lose and the coaches don't coach to lose either since since they're both worried about having jobs for the beginning of the upcoming season (especially if their contracts are expiring; lower quality play = smaller contract).

General Managers have always "tanked" and built teams to lose; especially post-trade deadline when they would sell off their best players for either picks or prospects) but there have only been two or three debatable instances in the history of the league when clear choices for first overall were available. The first of which happened in 83/84 when the Penguins ended up finish last, three points behind New Jersey, to draft Mario Lemieux. The next was 90/91 when Quebec was awful as hell and sold off everyone at the deadline and finished last by 11 points behind Toronto. Unfortunately, Lindros didn't want to play in Quebec City, so they traded him to Philadelphia for four players and Peter Forsberg... the trade worked out for them eventually (1996, 2001 wins). The third and final was in 14/15 when Buffalo traded away every goalie who seemed to play well and whose fans actually cheered in the stands for losses en route to finishing last by 2 points behind Arizona.

Ironically, in the process of the draft (teams issued winning combinations with numbered balls, etc), Buffalo didn't even have the best odds at winning McDavid by the time the last ball was drawn (Toronto did). Likewise, the Leafs didn't have the best odds at winning Matthews last year either (Edmonton did). Edmonton ended up winning the 2015 lottery, and the Leafs won last year's.

Frankly, at least in my opinion, the whole introduction of the top three spots being available through a lottery was a gross overreaction to a non-problem by the league (not out of character, unfortunately). There are better options such as not changing anything, or awarding the first pick to the team who records the most points after they've been mathematically eliminated from the playoffs (it favours the worst teams since they're eliminated first and have the longest period to win points, but also evens out the whole thing because of how bad they are, since it's less likely they'll win games).

That being said, I don't really have a problem with the triple-lottery... I honestly can't wait until a team who finished just out of the playoffs wins it just to see the reaction from everywhere claiming how bullshit the format is.
