The Ferrari is clearly the better race car so far. The Mercedes is good with the one lap memes but can't handle the tyres as well. It's been obvious ever since pre-season long runs in Barcelona. Also the Mercedes doesn't manage traffic like the Ferrari does (as seen in Melbourne and now Bahrain and how difficult it is for them to pull away, the Ferrari staying glued to the back of their car).

HAM was coming back towards the end of the race but VET was clearly monitoring that pace and would've responded if he got too close. 5-second penalty or not, HAM would still have finished second.

I imagine the Mercedes strategy is extremely dependent on both drivers emerging from the first corner ahead of the Ferraris. That way they can use one to hold Vettel up or throw him off strategy while the other runs their optimal race. As we've seen, this has yet to happen (it was much closer this race) plus I think both Mercedes cars were properly dickered by the safety car even if it weren't for the slow stops and the penalties.

What exactly happens when a safety car is deployed? Are drivers allowed to run at full speed until they reach the back of the safety car or are they required to maintain VSC pace as they round the track?

I'm curious because I think if it wasn't for the awful 7 second stop for Bottas he may have been able to get out ahead of Vettel under the safety car. While I doubt he would have won the race, it would've allowed Bottas to interfere with Vettel's strategy and probably given Lewis an actual chance to challenge for the win, even with the penalty (the penalty was probably coming even if Bottas had a good stop).

When Bottas pitted, Vettel was 6th, behind Nico Hulkenberg on the track. After the shitty pitstop, as Bottas is about halfway down the pitlane when Hulkenberg pulls in. Right as Hulkenberg crosses the pit entry line Vettel jumps to 5th (passing Hulkenberg) and then proceeds to pass everyone for the lead as expected since he's driving by on track. If it weren't for the time lost on the stop Bottas may have been able to get to the end of the pitlane and out ahead of Vettel by leaving pit land before he was passed.

I think this is part of why Vettel said he was surprised Mercedes did not receive such an advantage when they pitted, although this is assuming that drivers leaving the pits are allowed to zipper merge and take their spot in line instead of automatically falling behind all the cars that did not pit (correct me if I'm wrong). Also, of course, this is only really possible if Vettel is driving at a reduced speed as he moves by the pitlane, simply due to how close they were.

Anyway I can't believe people are writing Bottas out of a seat for next year. He didn't win the race but all that matters is how he compares to Hamilton and so far he seems to be right about where Rosberg was which was good enough for 7 years of his career

Obviously Vettel is the race leader in that scenario. You have to exit the pitlane and croas the safety car line (different from pitlane speedlimit line) to be entitled to your position. This is just what happened in 2015 Monaco GP, where Hamilton pitted from the lead, but Vettel got across the safety car line before him. The safety car line is always some time after the pitlane exit.
