I'll bite. You've got four stadiums that meet the MINIMUM World Cup size.

Vancouver - BC Place holds 54k and looked solid during the WWC final. That'll be a good venue for a few group stage games.
Calgary - McMahon stadium only holds 35k and will be 66 years old by 2026. You could completely rebuild it to meet WC requirements, but it's a lie to say "You have the infrastructure" in Calgary.
Edmonton - Commonwealth is probably fine as well, had a recent renovation, but it's a Group Stage or Round of 16 venue at best.
Saskatchewan - Mosaic holds 33k and is supposedly "expandable to 40,000", but I can't find any images of how they'd expand to 7,000 additional seats. One end zone has an open upper deck, but I don't see a way you could add more than 3-4,000 seats, and that's with dismantling the video scoreboard on that end.
Winnipeg - 33,000. Wikipedia says it's "expandable to 40,000", but both end zones are fully enclosed and the remainder of the stadium is roofed. If you could get more than 1,000 bleacher seats in there I'd be amazed.
Toronto - I assume you're referring to Rogers Centre, which would be about 40 years old by 2026. The Blue Jays are pushing for a replacement or some kind of major renovation, but the Argos moved out and one of the reasons those Bills games were moved were major infrastructure and sight line issues.
Hamilton - 24,000 capacity. Again, wikipedia likes to say "expandable to 40,000", but the only documentation I can see on that is concert seating or wrestling-style events that would require thousands of seats on the field. Also, as far as quality of amenities is concerned it looks like the Crew stadium.
Montreal - If you dared to put Olympic Stadium on a World Cup application in its current state, you'd be laughed out of Zurich. I've been up there a few times and I actually didn't dislike the building, but you're probably more than aware of the political issues surrounding that building and removing or significantly renovating it

I listed two stadiums that would be ready with SIGNIFICANT infrastructure improvements in Toronto and Montreal. It's disingenuous to suggest that "You have the infrstructure" when the infrastructure is strained in 2017 and will be crumbling in 2026.

Three of the stadiums I listed claim to be expandable to 40,000 seats. I have some doubts about one of them, serious doubts about a second, and can almost completely rule the third out because it requires seats on the field.

That assumes 7 total stadiums - there's an effort to replace McMahon in Calgary, but that's meeting a lot of political opposition and isn't any closer to happening than it was 4 years ago. On top of that, 2026 will be the first 48-team World Cup, and the current 32-team cups are using 12 stadiums.There's no reason to think FIFA won't expect 16 or 18 stadiums to be included in any World Cup big from 2026 onward.

For some reason you're assuming that Montagliani being president of CONCACAF means Canada "Deserves" a World Cup, but it's just not the case - he represents a CONCACAF bid, not a Canadian one.
