3 things:

-You can sign people on minimum contracts, which for veterans is over a million per season

-You can resign your own players past the cap. The Cavs kept overpaying their guys because they were had no other options; it was their guys or no one since they were over the cap

-Trade exceptions. If you deal away a guy making 10 mil for a 1 mil guy, you get a 9 mil exception that you can use to make an uneven trade later. So a team could make a trade that frees up 9 mil in space, sign a 9 mil player to that space, then use the trade exception to take on 9 mil more in salary.
