I had a snarky answer typed, but after some thought, the actual answer is this:

1) People who live in those cities are proud of them. These are large cities. Anaheim is not large, but rich. Oakland is not large, but trodden upon. "Nobody believed in us," etc. But there's a lot of people and a lot of anons who love their city and team. This is why there are so many fans here.

2) Why are they shitty tho? Because the owners of two (TX, HOU) would rather make money than win championships. It's a profit business and they equate personal wealth with success. In the case of the other two (OAK, SEA), they just don't have the money to compete. The final, LAA, has Series titles so they're the exception (and also the rare small market with money).
