Those two divisions are easy, in FM17 they have a strong squad so getting promoted in the first season is simple and there really isn't a big gap in quality between Lega Pro and Serie B so back to back promotions isn't out of the question if you know what you're doing. When you have perfect (or at least excellent) knowledge of a region, there's a small chance you will find a player from these regions in your youth intakes. Or at least it happened to me in FM15 a handful of times. However their potential and attributes, like any intake players, is based solely on your club. In other words if your intakes are shit, they'll also be generally shit. They'll also often have the dual nationality.

IIRC one of my scouts is Argentinian with mighty knowledge (which is also consistent with what I said), and IIRC Slovenia tends to have increased transfer movements between them and Albania too.
Note that this is different from having players from your youth intakes coming from affiliated clubs. Which I also have (partnership with Tokyo Verdy), and I get much more frequently Jap regens than these few odd regens from nowhere with no backstory.

Brexit type is fixed at the start of the save. It's not guaranteed to happen in a given year, but it'd be extremely unlikely not to happen at all (unless you tampered with it).

Regulars in here are aware of it, but FYI, I did experiment with it quite a lot as well as its effects. Bottom line: even with the harshest Brexit, it changes almost nothing for the AI since EPLEL is so fucking filthy rich. However it will change things for you as a player: English clubs don't poach your youngsters anymore after they had a good season, and you can't poach youngsters from all over the planet when you do manage in England.
