The difference is that you can easily look at and check the aero meets the specs and it was checked and cleared often. The engines are so complex you need the people to know exactly how it's working, it's like the suspension thing in that sense, it's so complex you need them to know exactly what to look for.

What? Aero is limited in a physical way that is measurable. You can check that something is within the regs physically without being walked through it by an engineer.
Things like the double diffuser for example was 100% within the regs though now is illegal because they added the physical restrictions.
The t wing for example is not illegal either but I bet they will move the physical measurable restrictions to make it illegal.
S ducts again for example are physically measurable.
Deflection of wings is physically measurable.
Engines can have things that are illegal but how the hell are the scrutineers supposed to know they have no idea of that illegal part is doing something illegal or legal. There are physically measurable things too but for example Mercedes split turbo would have been pointed out as something that was illegal when first scrutinised but the engineers would have explained what it was and how it worked making it legal.

Imo a 14 second pitstop delta seems to be just right. Small enough for more stops to be reasonable but long enough for strategy to still matter.
