Turn 4 isn't a long corner at all, it's even one of the shorter corners on the track. The run between 10-11 is flat out even in the rain, so downforce doesn't have a massive effect. The 11-12 chicane does benefit significantly from downforce, though.
The biggest difference is that Shanghai's long corners aren't immediately after a very slow, short corner, so the cars are carrying a good amount of speed, whereas at Melbourne the long corners are just acceleration zones since the entry speed is low.
Also, corner exit speed is going to be much higher this year, so will neutralise pretty much all of the extra drag.
