In Brazil they over-performed.

You could name a lot a reasons for the failure after that (Hiddink, Blind, injuries to Robben/Strootman/DeVrij, underestimation, lost to Iceland who did very well at the Euros) but the real problems are older than that because there haven't been great Dutch players since the generation of Robben/Sneijder/vPersie/vdVaart.

The Swamplands has 2 major problems.

1. The player produced by the 3 major academies are not good enough

2. In the past the national team played attractive football for the fans. Instead of going for the cheap 1-0 by playing winning football

3. The national team always peaks way to early

4. Too much in fighing between players. They all want personal glory instead of winning as a team for the nation

The Dutch FA is set in their ways. They want "Hollandse school" meaning 4-3-3. They want attacking football. On top of that they are teacher's pet. They are soo strict on finances and debt that most clubs are barely able to do anything besides swap player to pretend there is a transfer market in the netherlands.
