Odd thing is though when you look at Arsenal's total wage spend they spend exactly like you would expect a team in the top 4 to spend. Look at the Nuggets, the Avalanche etc do those teams ever win? Does he give a fuck? Thats simply down to the fact that the players Arsenal bring in aren't good enough to sell for any profit. Chelsea buy big and sell big, they also do very well off the loan deals they make. Arsenal don't invest enough in players to be profitable on the transfer market.

Wenger is the biggest problem. The majority of Arsenal's problems can be traced back to him. He overplays particular players which leads to them getting injured. His management approach means that he generally lets players learn from their own mistakes, which is fine when you've got driven players but not when you have a team of lazy millionaires who are okay with not winning anything. His defensive tactics are pretty much non-existent, which makes every team that plays Arsenal very dangerous whenever they get into their half. He gives up on trying to sign promising players whenever a bigger club enters the bid, meaning that he ends up signing rejects and over-hyped players that no-one else is even interested in. He pretty much always uses his substitutes late in the game rather than taking off a player who clearly isn't on his best day. He also likes to play favourites when it comes to team selection. Once you've been chosen by Wenger, it's almost impossible to get dropped even if you're in a terrible run of form.

That's not to say that the board are faultless. The reason Wenger has stayed so long is because the board are fine with mediocrity as long as they get paid for it. But Wenger does need to leave the club. He was probably their best option when they were moving stadium, since he could run the club and achieve decent results on a relatively low budget. But Arsenal have been able to spend big ever since around 2013 (when they doubled the club's record transfer fee for Ozil). They should be competing for the title again, but they've only gotten worse. Last year was proof that he can never win the PL. Every other big team inexplicably collapsed and he still finished second behind Leicester fucking City (and it would have been third if Tottenham didn't pull off one of the biggest collapses since Liverpool in 2014). And now the other PL teams have only gotten stronger, particularly City, Spurs and Liverpool.
