I don't know about Utley. Of this "generation" of second basemen, he's clearly up there with the best, and he ranks 14th all-time in WAR for dubs basemen. I think he is overshadowed, though, by his teammates from when the Phils had that brief period of eliteness round the late 00s, and to a lesser extent Cano and Pedroia (who I believe will both make it, as they're on the good side of 35 and still producing.) Ultimately, of the Big Four 2Bs in this gen, I think the only one who doesn't make the Hall is Kinsler simply because of being overshadowed by his peers.
