DR and USA are mostly all-stars. The best of the best for USA aren't there though, only in 06 was the team nearly as good as it could be, they still got BTFO.

Teams usually don't mind their position players going much unless they've had recent injuries. They really don't like their pitchers going though so not a lot of elite starters in the tournament, bullpen guys is a bit easier, some top bullpen arms are there.
