A playoff between last in the Six Nations and the best country in Europe outside the Six Nations is overdue, with the winner getting into next year's Six Nations. The only problem at the moment is that the lower tournaments take place over 2 years so they would have to make it so that their tournaments only go over one year. Simple. Take the records over 2 years and the worst team over the 2 years goes into the playoff. In other words, the playoff occurs every 2 years.

I'd exclude the home nations from the playoff system though as they're basically just inviting the other teams to play. That effectively means that whichever between France and Italy finishes lower goes into the playoff.

No team should be exempt from the playoff, although having it over two years means that if you have one bad year you're not necessarily fucked. Over the last 20 years Scotland have been worse than France so it's stupid to have them being exempt if they're worse, even if France have been a lot worse recently. Having it for two years also gives a bigger incentive for Georgia or whoever ends up the playoff for a greater reward of two years in the Six Nations than one year and being likely to be dumped.

Besides, the 6N teams alternate between home and away. Tallying the results once every two years results in a fairer double round robin with them playing one another home and away once each.
