Only 2 clubs from the smallest/weakest 16 should reach this group stage to be honest.
There should be at least two divisions in the UEFA qualifiers. One for the main teams keeping the current format yet thinning down the number of fixtures for the teams involved and another one encompassing the microstates as well as the Kavkazian countries and the Baltics states. The two worst teams in the stronger division get relegated after every qualification phase and the two best micro/Baltic/Kavkazian teams fill their slots for the next one.
