In football, it is genuinely harder to play away from home than it is to play at home. The team playing home has the so called home advantage. The two legged system acts as one long game, and as any game, the team with the most goals scored wins. However, if it is tied there is a tiebreaker before the usual extra time / penalty business - the away goal rule.

If a team managed to score more goals while being at a disadvantage (aka the team playing away that match), they are deemed as the better performing team than the other and as such win on the away goal rule. This is enforced to:
a) avoid extra time / penalties, where because of the small time frame luck is a much bigger factor
b) it encourages both teams to play more attack oriented and race for goals which provides for more entertaining football

With the away goals rule two good things happens:
Encourages away teams to not park the bus and do attacking football
Teams cant settle down to a tie and penalties as that can only happen when away goals are the same. Just one goal difference makes you win or lose, which makes it more exciting and encourages attacking football too.

60 minutes is horrible but i would cut extra time to ten minutes each half or just get rid of it. By that time teams are often too tired already.
