Technically, Meunier indeed made voluntary movements after falling to the ground. Tripping a player in that manner should always result in a penalty.

But actively looking to fall over in order to get an easier shot at goal than normal play is just as wrong. The hypocrisy of defending this behaviour becomes blatantly obvious when the similar act is performed by a player of the opposition.
