because most people dont watch it to see whos the champ. pretty much every team has different goals. some watch a season to see if they can survive another season, some watch to see if they can grab a euro spot, some to see them fight for a CL spot, shit some just watch it to see their team beat a local rival, etc

and its not really going to change. money distribution has been broken for decades that lead to this and its not going to change without straight up socialism which isnt going to happen.
