I think it is too early to tell. I hate the faggy concept of sitting on the fence and the "wait and see" mindset, but that is the approach I will defenitely take towards Germany. Not too diminish the feat of beating Romania, but if it even happen that they beat multiple teams at home or hell, if they can even beat a team away, then I would reconsider my opinion.

I acknowledge that I didn't follow what is happening to the ERC recently, but Russia is definitely the most conservative but safest bet I can imagine.

The most realistic chance of a new team entering the RWC would definitely be Kenya.
