Yes, two bad serves. First serve is a foul, then second. You wouldn't have a second serve if the first was good.

You have 2 chance to a legal "good serve".
You take a first serve and if that fails you get a "fault and try again, second serve. If you fail to hit a legal serve again you double fault and lose the point.
