06 team was stacked. best players available in infield, catchers, bullpen and a couple of the best starters from the previous season, only place that was somewhat lacking was OF, but even that was still pretty good.

09 team wasn't as good but still great. 13 team had a good lineup but weak pitching staff. though even then dickey was a reigning cy young winner and gio gonzalez was a top 10 pitcher the previous season

Probably. Half of Japan's population is in two cities, it's hard to put multiple teams in the same area no matter how many people are packed around there, a couple of the tokyo area teams already struggle in the popularity department I think.

After the tokyo and osaka areas there are only a few cities with enough people to support a baseball team that has so many games in one season. In the US it's generally thought that a city needs 2M plus people for an MLB team, probably similar in japan. Looks like the only city of that size that doesn't have a team is shizuoka
