Confederations Cup have nothing to do with the World Cup. In the Confederations Cup the champion from each confederation (continent), plus the current world champion and the host qualify.

To qualify to the WC there is a specific process, the WC qualifiers, it is different from the tournament each confederation has to decide their own champion
