Nope, it's about the right approach to diffferent situations. The gridiron 'tackle' of running full speed at chest height is designed to stop a player instantly and prevent them from gaining any forward motion. In rugby this isn't as relevant, as if you let someone get half a yard they're not going to get a first down; if anything it can be advantageous to chop them and have them gain a couple of yards if it isolates them and allows you to try to steal the ball before their forwards can ruck over.

In full pads gridiron using rugby tackles, you'd lose a lot more first downs but you'd get far fewer huge 20+ yard gains after the catch. What the best gridiron defensive players know is when to go for a wrap-up leg tackle and accept that they're going to get a yard on you instead of bouncing off and letting them get ten yards, and when to go for a big impact tackle and try to make an immediate stop and/or dislodge the ball. It's just weird that this doesn't seem to get taught to everyone.
