Probably all of them. Let me propose a thought experiment. Now, the most tested sport in the world is cycling. Armstrong won God knows how much, doping the whole time over the course of more than a decade, and even then, they needed witnesses to catch him.

Now, say you're an athlete in another sport. There are three possible states in your world: (1) nobody dopes (2) everybody dopes (3) some dope. You know the chances of getting caught are infinitesimally small. In the case of (1) you'd become the best. In the case of (2) and (3) you'd need drugs just to remain competitive.
