When following another 2017 car, aerodynamic balance shifts massively FORWARDS the closer a car gets to the next one, which is completely opposite to the norm.
What does this mean? It means instead of increasing understeer as a driver intends to overtake, risk of spinning out (Snap oversteer) is induced.
While total downforce is a little better when cars are running close together next year, this odd shift of balance could actually be quite dangerous!

I gave it a closer read and apparently:
At half a car length away the front wing only loses 6% of downforce, which is pretty damn impressive, HOWEVER; the rear wing loses over half!
Combined with the increased co-dependency of a lower rear wing and larger diffuser, teams aggressively using this effect may see a complete diffuser STALL when running close to another while the front wing is still operating with near 100% efficiency.
This would send a car off track SPINNING LIKE A FUCKING TOP.

If they had kept the tall rear wings things would have been FINE. The old rear, funnily enough would be a PERFECT match for the new front wing.

Cars are going to have more drag, therefore top speeds will be lower, unless engines go sky high. And tyres will be wider, providing more rolling resistance and even static friction when sliding with locked wheels. All of that gives lower top speeds and faster stopping at the end of straights.
But on the other hand with higher speeds in corners, we might get unforseen consequences. Crash out in style when no man has crashed before. And with higher speeds in those places, current safety measures might not be good enough.
And there's a case of going airborne.
But we'll see.

they won't be consistently faster than the 2004 cars, but when high downforce is needed (Hungary, Spain, Singapore) they'll most likely break the record. Monaco is a question mark since the track is so short and cramped, and the 2004 cars actually had more downforce but less mechanical grip.
Around Spa and Monza, probably not, but still faster than 2016 cars. Another thing is around Monza, you need to have a lot of speed on corner exit, and as more downforce means higher cornering speeds, it's possible that the cars will be faster at the end of the straight because they don't have to do as much acceleration, despite the cars being draggier.

Perhaps one of the biggest time gains should be in low speed corners, the combination of wider tracks + fatter tyres should equal some go-kart hacks. Too bad the dry weight is so high, since the cars weight means nothing when at 300 km/h the downforce can be like 4 times the dry weight of the car, but at low speed it is quite a difference.

Bump drafting is from Nascar. Specifically in restrictor plate racing where horsepower is artificially limited.
Since they were wide open throttle for the entire track., drivers started working in pairs to reach higher speeds, and soon the entire field was hilariously doing it.
Normal drafting:
