Because a yellow card is not really a punishment. There are players who are essentially goons who expect to get a yellow card at some point in the match and are content with it. If your punishment mechanism is so tame players are content with it then it clearly doesn't work.

On a less developed note, a yellow card is almost armour nowadays. Referees are terrified to give someone a 2nd yellow card for a yellow cardable offence because it means sending them off.
