He came to England while Ferguson was managing United. United and Arsenal were the only two consistently good English teams in the 90s and early 00s and Ferguson was simply the better manager (arguably the best manager ever) so he obviously won more. Then Chelsea got rich while Arsenal had to pay off their stadium debt. Then by the time they paid off a fair amount of it so that they could start spending bigger money, City got rich as well.

Honestly, consistently placing in the top 4 for 20 years and not turning Liverpool-tier despite the financial issues is a pretty decent achievement.

he was ahead of the curve in a lot of departments compared to other managers which is why he took english football(which was terribly outdated by then) by the balls. then that advantage wore off as others learned from his methods and took it to another level leaving him in the dust because he refused to evolve. then the rise of Chelsea and City, tightening the belt because of the new stadium and the return to dominance of United pushed him out of the title race every year.

He let his best players go and failed to replace them adequately.

Basically this, turned up and did football differently from the rest of the country, then got lumbered with having to keep the club competitive while finishing the season with a £20 million profit in the transfer window to pay back debts at a time when Manchester City got purchased by a middle-eastern royal family and spent £200 million immediately in the following season. Only one way it was going to end really.
