Problems with acne and shaving are tough.

Shave, but if you breakout worse then stop immideatly. You will have to let your beard grow out a bit and it be healthy and clean before you shave.
You breakout worse from agitation, the healthier your skin and beard are before you shave tthe better off you will be.
Do this once and follow up with intense skin cleaning.
After that try to only add a facial cleanser in the shower and keep your skin clean.
Only use more products as needed.

Never let a beard cover your acne, because it will leave terrible scars when you do shave.
Grow facial hair where your skin is clear, sideburns, moustache to test your skin.
If you are under 25 acne is mostly hormones, give it no reason to be worse than it is.
