Yeah I guess some hunters wiped out a herd of Elk back in the day so they put up permits for everyone. The lady I bought the house from has been on an Elk waiting list for fifteen years. Buck are apparently free game if they are causing trouble on your property, not does though.

Wouldn't more rigorous enforcement of bag limits be a better deterrent to shit like that than requiring permits? I mean in all reality nothing is stopping you from hunting without caring about EITHER since enforcement of laws like that on private property are hard as fuck but still.
