Improve the board in three steps:

Enforce duplicate thread rule
24 hour ban for not using catalog
Lower bump limit to 300

This board is slow as fuck and it wouldn't be difficult at all.

Janitors are already on /soc/. A few times a day, all they have to do is delete duplicate threads and flag the OP for a ban. Simple as that.
