Hmmm I'd probably say its due to accessibility more than anything. A lot of those areas probably aren't easily habitable due to rough terrain eg. mountains, dense jungle, deserts and areas that lack arable land.
Since this is quite a large scale there areas with a high density are cites with the latices going out from them being major transportation routes which naturally attract people to settle in these areas as accessibility increases. So you get a build up of population alongside the main roads.

Also some of the gaps could also be due to political reasons, I'm mainly thinking game reserves.
