They May inhibit phosphorylation cascades on platelets, factor inhibition, or clot cascade inhibitions, but no direct effect on cardiac rate
Beta blockade obviously reduces rate, and non selective beta blockade in both B1 B2 reduces rate and may exacerbate asthma or COPD through bronchoconstriction, which may increase pulse
would need a clinical picture or medical hx to contemplate which meds outweigh associated risks

If a person is on a blood thinner (doesnt actually thin the blood, just prevents clotting) and is on a Beta Blocker for blood pressure suggests they most likely have atherosclerosis and need to prevent high blood pressure for plaque coming lose and the blood thinner for the subsequent clotting (which can completely cut off blood flow in that blood vessel and lead to an MI or CVA)...the last thing this person would want to do is ramp up their sympathetic nervous system with a CNS stimulant like ephedrine.
