I don't know about the rest of what you're claiming, but dwarfism is usually comorbid with a bunch of other problems that can lower life expectancy. It isn't the dwarfism itself.

Dwarfism != Being naturally short
Dwarfism is a disease. One of its symptoms is shortness. It is not shortness in and of itself.

In general (read: across mammals) the smaller an organism the higher its heart rate and metabolic rate so the shorter it lives. As a guess I would assume that's due to needed to maintain a body temp with a larger surface area to vol ratio
