Why does 2x - 4 ≤ 5x + 8 is x ≥ -4 and not the invert?

I mean, why can't I do this :
2x - 4 ≤ 5x + 8
-12 ≤ 3x
-4 ≥ x
?

So THAT's is the reason? Because if you divide with a negative number, you need to flip it, otherwise if you divide with a positive integer you do not flip it?
