it looks like the lettering was slightly dissolved or that it got too hot.
Water transfer decals look similar when they get wet, which means that the ink is suspended in something that became liquid and shifted around either due to a solvent or heat.

Well here is how I figure
>you have this jar loaded as one does in a washer with the top down
>the water jets are going to be spraying into it, but not all that much on the sides
>it heats the outside through the sprayer on the inside causing it to detach
>then the little bit of water on the outside drips down or it gets a light spray and it shifts
>the dots that make up the printing shift
>some have overlap that keeps them in their original shape, some do not and go free

wait a second, the decal texture is still loading.
i guess these water jugs keep getting reused and cleaned with steam. the old lettering is supposed to come off when heated, but it didnt get washed away, and the "pixels" just re-set like a water transfer sticker. i guess that can happen in a normal dishwasher as well, the water would be hot enough
