I found this cipher in my college
try to decoded by frequency but is not working.
Anyone with an idea about it?

There seems to be words separated by spaces and even sentences separated by periods on the vertical lines.
First look at short words. Then try to substitute some of the letters of increasingly longer words using the guesses or tries from the shorter words.

Fifth and sixth column end in the same string. It is also the beginning of the tenth column. Seems to be a key phrase those "words" of 3 and 4 "letters".
What is your geographic location? Will help in narrowing down the language and writing system used.
Also, was it meant to be broken, or is it supposed to be unbreakable?
Do you have any reason to believe it would not contain information, just be a hoax?
How many distinct glyphs are there? I count anywhere between 17 and 22. Taking into consideration the variation in handwriting that is to be expected, I'd say 17 is more close to the truth.
