they rarely do, it's called electron capture
the probability is small though the reason being the atomic state is more stable than the dissociated state

Atomic spectra are explained by quantum mechanics. In this theory, bound states can only occur at certain discrete energies that correspond to solutions of the so-called Schroedinger equation. While there are infinitely many possible bound states, the electron cannot "fall" into the proton because there is a bound state with minimum energy.
Electron capture is only tangentially related to this issue.
